unable to get secured sites (Https) on the internet. is avast the cause

Most probably not. avast web shield can't scan https traffic (as it is encrypted).
Which is your firewall? Browser (and addons/extensions)?

Have (or did) you another Anti-Virus installed in this system, if so what was it and how did you get rid of it ?
