windows defender vista

I have installed the new version on a friends computer with vista home premium 32bit and have windows defender disabled in services so it isn't running or shouldn't be but every time I reboot I get a notice that windows is blocking avast from starting.

Need help please.

can you post a screenshot of the popup? is it a windows defender, windows firewall, or UAC popup?
