I'm just re-formatting & re-building & AVOIDING Avast like the plague in the future.

u can do that if u like, but why are you reformating, rebuilding,...
just uninstall avast if not needed anymore.

If you've already removed avast, I'm not trying to get you to reinstate it.

However, if avast is still on your system, what you [or anyone else bothered by this situation] can try is to FIRST completely turn off avast's persistent cache feature, THEN remove the User Journal file.   It should not come back again [unless some other program, beside avast, also uses it].

As long as avast's persistent cache is enabled, the User Journal file will be rebuilt.

Keep in mind that if you disable avast's persistent cache, it will increase the time it takes for avast to scan your system.   For example, the first time I ran an avast5 scan, it took over an hour.   But subsequent scans (by virtue of the persistent cache) took only around 20 minutes.

Lenovo T530 laptop, Intel Core i5-3320M @ 2.60 GHz, 8GB RAM, Windows 7 Pro SP1 (64-bit), avast! 17 Free, MBAM3 Pro, Windows Firewall, MVPS HOSTS file, OpenDNS Family Shield, Zemana AntiLogger Free, SpywareBlaster, IE11 & Firefox [both using WOT (IE set to WARN, FF set to BLOCK)], WinPatrol PLUS, uBlock Origin, MBAE, MCShield, CryptoPrevent, SAS (on-demand scanner). 
[I believe computer-users who sandbox (Sandboxie) are acting prudently.]

The whole approach to this "problem" is completely ridiculous.
It is not a problem when a few files cannot be defragmented; if you cannot sleep because of it... well, that's bad, but there is no performance impact associated with that. On the other hand, avast!'s persistent cache speeds up the system significantly (because it limits the scanning performed by the File System Shield).

again, i can advice defraggler. it can defrag single files! (hint)
