Here is one cause, if webshield blocks your internet connection.
I just tested this on my Win 7 x64:
HKEY_LOCAL_MACHINE\SYSTEM\CurrentControlSet\Control\Session Manager\Environment
Check the values for TEMP and TMP
If the specified folder does not exist on your HDD (normally it is "%SystemRoot%\Temp"), then webshield blocks browsertraffic. IMAP, POP, SMTP work fine, also updating Avast works.
(%SystemRoot% = folder, where windows is installed, normally C:\Windows.)
In this case create that folder on your HDD ("C:\Windows\Temp") and reboot.
If the keys don't exist in the registry, create them and set values to "%SystemRoot%\Temp", then create the folder "C:\Windows\Temp" on your HDD, reboot.
As said, I have just tested this. Fact.
