What protection is there when web scanning is disabled?

Following on from the slow web scanning topic, if web scanning is disabled what web protection remains?
I notice that the 12080 proxy port is still used even when web scanning is off.

I think you mean the webshield? And to stop viruses there is still a strong network shield and file shield that will catch anything
