That seems to be a weird default selection then as logically there is zero point in populating the cache if it isn't going to be used, that just doesn't make sense to me.

Sure it does. The file system shield, quick scan, removable media scan, select a folder to scan, scan from windows explorer, screen saver scan all default to using the persistent cache. It makes sense that the full scan defaults to populating the persistent cache. If it were not the case the option might as well not exist.
