Google offers the option "voice call" - your verification code will be transmitted by a normal telephone call to you.

I have a GMail account since February, 2007.  I didnt' give them my cell phone number, nor ISP email account, nor any other personal information.  Maybe things have changed since then, but looking at the GMail registration page, it looks like it isn't necessary.

I tried this morning and the only option it gave me was SMS delivery by text mail.  I did not get any voice call options.

According to this: http://www.solidindian.com/create-gmail-account-without-mobile-number/ you can set up an account without mobile phone. I can't check that from europe, sorry.

I had already tried what the link suggests.  I just went back in and tried to sign up for it and now get the voice call option.  I used that and got a verification call within seconds.
