ynot, maybe we talk about this earlier but, did you try to re-install Windows 98 over your already installed version? You will loose windows updates but the majority of the times you get socket errors corrected...

Yes I did re-install over the top of windows 98 and then downloaded and installed all the updates, however I still have the 317 problem, it seems the re-install did not really fix the problem.

Did you try to use another ISP? Another modem/phone line?
I cannot figure out another scape way... Maybe, as you wrote, XP  ::)

I appreciate your assistance, and I have just about come to the end of my tether with this problem, I have asked my ISP about the problem, they are of no help, and are very casual with their replies, ( Do not think they know where to start with this problem), also I have contacted a respected computer guru here in Australia, but he is very busy and I expect it will be some time before he gets to my problem, anyway if this fails, XP seems to be the go. once again thank you both for the time you have spent on this, regards to Technical & Bob3160.

Have found another user with the same problem in another forum, he has supplied a couple of ideas, but at this stage none have worked, I will report back to you when I come up with an answer, I really appreciate your efforts in trying to help me. thank you both.  Tony Walker Bundberg QLD Australia.

Ok, let's analyze what has happened sofar and draw some conclusions.

F=Fact
C=Conclusion

F- At a point everything worked.
F- I've seen 98se, Incredimail and Avast working on several systems without problems
C- So it is not the applications

F- "Bob, when I tried to get the url up; it gave me the 317 error again, but after a couple of crashes etc, I managed to find the list of errors"
C- So you not only have problems with the mail

F- You did a repair install of the OS
F- It didn't solved the problem
C- So either the problem lies deeper in the software (OS) or is hardware related

F- "the next step is a new system (XP) perhaps???????"
C- Do you always buy a new car just because the one you have won't start?

Ok, here we go:

1) What did you change (settings/progs) just before it started?
2) What happens if you try to send mail with Outlook (express)? (I think it doesn't work)
3) Does FTP work?
4) Did you install latest drivers for ALL devices?
5) Did you try another network card/modem?
6) Did you try a clean installation of 98se?

Update on proceedings....I have re-installed windows 98, Incredimail,repaired IE6, Installed Outlook Express, tried to repair system with Winsocfix. etc.
Have found that Outlook express works like a charm, it would seem to me that the problem rests with Incredimail, as the people at Incredimail will not reply to me, I will use Outlook Express.
As for the "Car will Not start", this old kerosene computer will do until I get a new one soon, the motherboard is so lold it is a grandmother and will not accept any more RAM etc to run XP.
Thanks for your efforts in trying to solve my problem, I use google to find an answer, but could not get much help there either, so if anyone else has the same trouble, I am unable to assist them, except try Outlook Express. Thanks again....Tony Walker.
