It depends on the third party firewall requirements.

I would go with Outpost Firewall Free:
http://free.agnitum.com
E5200 2.5GHZ, 4GB RAM, 320GB HD, Windows 7 Home Premium 64bit, avast! V9.0 Free, IE10
P4 2.8GHZ, 1.5GB RAM, 40GB HD, XP Pro SP3 32bit, avast! V9.0 Free, Google Chrome
with hpHosts, MVPS HOSTS files, SpeedFan, WinPatrol PLUS

A well-behaved firewall will disable Windows firewall and report to Windows Security Center that it is acting as the firewall.

I agree with Pedro as it is considered not a good idea to have 2 firewalls running at the same time.

Either it gets deactivated by the 3rd party firewall or you have to deactivate it manually...
Or didn't I get your question..??

I agree with the Pedro and Charley.

Thats they way my free 3rd party software firewall is working. It disabled the windows firewall and put itself in  Windows Security Center.

Just seeing the new FW in WSC doesn't mean the windows firewall is automatically disabled. ;)
