i've used symantec and pchealth i think,but i ve already unistalled them,i cant find theme in control panel etc.

You checked under Control Panel > Add/Remove Programs and it is not there anymore?

Then you still have your FW on your machine if you see it there.  Why do you think you removed it?  Did you remove the icon?  Is there something in your recycle bin that you did not empty yet?

i runned an application named onecarecleanup but i didnt restart my pc,now i yes i can see fw is enabled
