msiexec.exe problem

hi guys, i have new problem :'(, when i boot my windows msiexec.exe always appear, even i set on services.msc to manual, msiexec.exe still appear, at first i think maybe because of malware but i scanned with avast and MBAM and found nothing, so i check on event viewer, and i find the root problem.
i also sent my attached image, i hope you guys can help me to solve this prob

Just guessing, here, but how long since you visited MS update, and got the latest installer?

What info or kb article does your browser open if you click the link pictured in the event viewer properties/help window?

yes, now i will try updating msiinstaller to version 4.5 maybe can solve the prob
when i click that link on event viewer see the picture
but when i searching via google, many people tell to delete installer file from C:\WINDOWS\Installer folder, is this safe to delete this folder?
