It's working! I think turning the firewall off and back on did the trick.

Your Signature indicates you do not have any antivirus now.  Did you reinstall Avast per my directions (step-by-step)?  If you did install Avast, just update your Signature.

Well I didn't run the removal utility in safe mode, but I did pretty much all the rest.

The Avast Uninstatall Utility only works in Safe Mode.  Were you able to remove Avast through Control Panel > Add/Remove Programs?  Have you reinstalled yet?  If not, please follow my instructions (print them).  If Avast has any corrupt remnants, they need to be removed properly prior to re-installation.

I've reinstalled Avast 2 days ago and everything is working fine.
I think it was just a case of turning the firewall off and back on again. Very mysterious.
