One of my thoughts (along with YoKennys thoughts, it seems) was fluctuating cable speed - I experience that quite a lot, but this seems to happen only when Avast is installed, based on a couple of tests, so maybe it is Avast, rather than the vagaries of the ISP provider.
In the absence of software conflictions, and malware on the computer, it's possible a full removal, using the uninstall utility, and re-install will solve it. But it's advisable to check for conflictions etc first.
