Can you extract it from Chest to a safe place in the avast exclusion folders and send it to www.virustotal.com to check if it is really an infected file?

No, you're submitting from avast Chest (quarantine) and has nothing to do with Virustotal.

I did that, as amcap.exe came up in the scan result for me. Only avast and McAfee report it as any kind of problem. This file is a component of Windows 98 (that I still have on another partition) and has survived many scans with several programs over the years. This would be a false positive. I also submitted it as such to the avast virus lab.
