I guess, he copied and pasted what he wanted to convey.
If someone else has his viewpoint and has already written his viewpoint, he might have though that copying and pasting his viewpoint that was already written by someone might save some time and grammar.
Most of the ideas and things in this world, was invented by someone else, we just reverse engineer it and make it our own content.
For example:
I am sure, Jacob Friedman came to know about 'Google To Use Location-Based Content Filter Patent' from somewhere else . He just reverse engineered what he heard and added a few extras and wrote a magnificent article...
