Well, this shows one thing: it is necessary to have something like an "Actual Avast WebRep Status Indicator" on the Avast Web-Site that shows the server-status of the WebRep OR some kind of server status indicator in the WebRep plugin itself.
This is not a stand-alone feature, so one should be able in case it is not working to determine if it's a server or a client problem.

Does WebRep block ratings to bad sites, or is it just a voting mechanism based on user and virus lab inputs.

No, it doesn't block access to any sites.
