windows boot menu question

On my Computer I hit the F8 key at startup and I get a boot menu asking what do I want to boot from (HDD, Cd-ROM, Floppy etc) well once I hit the F8 key the screen shows up but the arrow keys do not move the cursor to the CD-ROM drive (or to any drive for that matter) its like its frozen!  

understand this is an old P4 1.8 I have  around I want to reformat and install XP and sell it.

here is the details of BIOS, motherboard and all that if its of any help

Set the boot sequence in the bios.

OK Kyle... is your keyboard maybe using USB port ? If it is, most likely USB function in DOS is disabled... just go to BIOS and enable it (if it's there, I don't know does your BIOS supports it)...

Also, try connecting PS2 keyboard and see what's gonna happen... (just in case you have USB keyboard connected right now)

Sash it is a Microsoft Internet Keyboard useing a standard PS/2 port.

Yeah, anyway you have to visit BIOS "caffe" and choose your booting sequence from there. I'm guessing you want to boot from CD, so you should set your primary boot device to be CD or Floppy, and next one to be your HD...
