Can you download a flash file and keep it "safe"?

Can a flash file be downloaded & kept in an environment like a sandbox where it cannot infect anything should there be any virus bundled into the file? I expect that I can play the flash file in a sandbox to prevent anything from happening while it is playing. But I also am concerned about prorection with just having the flash file downloaded and sitting there.

What is the program that is opening the flash file? A flv player? A browser?
You can sandbox the program in the paid version.

So, sandboxing (also the program that downloads it, as Tech said) is a good idea, atm. ;)
