Go to Control Panel, go into system properties and choose ADVANCED tab. Then click on SETTINGS under PERFORMANCE section (the one at the top). When next window is open, choose DATA EXECUTION PREVENTION tab (see attachment). Tell me which one is checked... if you have second one checked, then just add Outlook Express in the list. You'll see ADD button at the bottom... I'm, not 100% sure, but this might me solution for your problem. Good luck !
