Avast 5 Firewall blocking FTP application

Hi, I am unable to configure the Firewall to stop blocking my FTP (FlashFXP).

I have set the Firewall -> Application Rules -> FTP -> FlashFXP.exe to full 5 bars of `All Connections` but it continues to mostly block.

What I can do, is log in to any FTP Server, but I cannot get a directory listing.

If I stop the Firewall (Firewall -> Firewall Settings -> Stop), I can then log in to the FTP Server and get a directory listing.

Any ideas why the Avast Firewall won't let me get a directory listing without turning it off?
