I just noticed that I can hit HTTPS URLs when Websheild is on?

Of course you can the web shield is only monitoring HTTP connections. HTTPS, secure encrypted traffic (the whole point to keep prying eyes out) can't be scanned in the same way so the web shield doesn't attempt to scan them.
