According to the Help File Avast Alerting for WinPopup is based on [Net Send]
This will not work for Win7 machines
Win7 uses a different command line interface : [MSG]

The idea is that when the Server ends up with an 'Alert' , it will WinPopup a few of the sysAdmin systems
