It's nice to know that this scammer is at least practicing safe hex and uses Avast to keep you safe.
The email itself is safe. (It doesn't contain anything that can infect your system.)
Replying to this scam is dangerous and could result in Identity Theft.
Supplying the requested information will make the Cyber crook a winner and you a looser.

The problem is when you have billions it is hard to give it away as the interest on the remaining balance is likely to cover the donations (plus any tax refund on charitable donations, etc.).

This is a problem I would like to have, I'm sure I could make a dent in it :)

I didn't get an email but a few minutes ago I noticed I had a voice mail.  It was  lady who said she was from the IRS.  She said if we didn't pay our taxes charges would be filed against us. We filed our taxes and have gotten a refund on Federal and State.  Some people might fall for this and answer the questions.  Of course I deleted the voice mail.

IRS will never contact you by any other means than snail mail.  What that means you will never get:
  • a visit from an agent at your door without prior notice via snail mail
  • telephone calls such as the one you've described
  • contact you via email [SPAM] electronic mail
Additionally, you could've reported the number used to call you to the authorities:
