How do you add exclusions to the shields?

How do you add exclusions to the shields via the console?  The administrators guide states to add the exclusion on the client computer but it is overridden by the console each time.  The console appears to only have a way to add exclusions for on demand scans, not for the shields.  Can anyone help?

at Network - Group view :
- Create new group, go to Expert settings, then click I'll take the risk, show the expert settings

- already have group ? click Edit group settings, go to Expert settings, then click I'll take the risk, show the expert settings
