Where's the  most likely place to find it....MS sight??
For me it will be Technet. It's not going to be available to everyone on 9/30.
Till we get to that date, there's nothing certain at all. These are educated speculations.

Today Microsoft announced Windows 10.  Evidently, there will be no version 9.

Microsoft will make a technical preview of Windows 10 available for laptops and desktops starting on October 1, 2014.

To gain access, users will have to sign up through the new Windows Insider Program.
The program will allows users to provide feedback to Microsoft on the OS.

There has been much talk of this in the media, a lot of it considers the public will be even more convinced that win8 was a commercial disaster and they want to get as far away as they can. Windows 9 really would have been the better choice.

People know what happened with win8, so no more updates for it be that 8.2 or 8.1 update 2 - move on to windows 9 - I guess they don't think it is far enough away from win8.

Since they pretty much confirmed that 10 will be a free upgrade for 8 and 8.1 users, I'll get it but I really have no use for most of the hyped features. I have never used the snap feature, I don't need multiple desktops, I still like the Win 7 Start menu better, don't need the task view, certainly don't need any touch-centric stuff, and couldn't care less about Cortana.

The presentation seemed to be aimed at people who use their computers for business and work. Mine is only used for high end 3D games, email, forums, social media, and basic web searches and browsing. It's a form of entertainment . Just like my TV. Heck, I very rarely even open up Word or Notepad. I'd still be perfectly happy with Windows 98SE  ;D.

No, as I said, I'll most likely have 10 but won't use a lot of the stuff and might even still use Classic Shell for my Start Menu. I like 8.1 with Classic Shell and definitely feel it is better than 7 under the hood so 10 most likely will be too. I'm just saying that the presentation was not very impressive to me and if the upgrade was not free, I would pass.

There will no doubt be a million changes before 10 is ready for the general public so it's to early to speculate yet on how or what functionality it will or wont have but now that a start menu is going to be included there could be a box to tick or a script to run to have it exactly like you want it.

It's early days yet :)

I just read that you can customize the right panel of 10's Start Menu with the same shortcuts as in Win 7 instead of or along with the tiles. that sounds great so I'm going to try it on a separate partition on my laptop. It has more than enough power and RAM to run it.
