Why do I get this message in the browser?

When I try to go to http://bugbopper.com I read this:    
bugbopper.com is not available

Website bugbopper.com is not available at this time

Please try this site again later.

According to netirk the site is up, and with idserve I can normally connect.
What is wrong here? Even get the same message trying via a webproxy...

Weird, I can't reach it either, yet the http://www.downforeveryoneorjustme.com/ site disputes that.

IP Checking gives the domain IP as 173.10.169.197 I get the same IP at two other domain/IP checking sites.

But reverse that and check on the 173.10.169.197 IP address and you get a different domain name, comcastbusiness.net, but then do a whois on that domain and you get a host IP of 165.160.13.20. So these reverse IP checks don't seem to be too consistent.
