I ran into an issue several months back that the infection prevented me from downloading or installing most any anti-virus program including avast.  I found some good info at:
http://forums.cnet.com/7726-4_102-3353065.html#3353065
and
geekstogo.com  sorry I don't have the link any more

In the end, I reformatted and reinstalled from scratch.
good luck

You can use on line scanning or rescue CD (avast has one and there are many paid).
If you can boot in Safe Mode, you can schedule a boot time scanning.

1. assume online scanning is not possible.

2. assume that safe mode is not possible.

3. where is avast's rescue cd?

You will get the avast! rescue disc from www.tinyurl.com/avastcd link.

@Pondus,

This seems to be a theoretical situation. There is nothing to explain really if Windows doesn't boot up. The system needs to be booted "externally", and that's why some "rescue system" (CD or UFD) is needed.

Concur it is theoretical and without some detailed data then there a several options open.. But each will depend upon the scenario

BitDefender, F-Secure, Avira, and Kapersky all offer free rescue .iso downloads that will allow you to burn a rescue CD to boot from. The Kapersky .iso does not work on PC since it uses a Linux kernel that is incompatiable with my motherboard.

The Avast rescue CD is not free but you do receive a physical CD. Problem is it has bugs that to date are not fixed. Most notably the inability to select drives to be scanned. It does make an attractive coaster however. ;D
