My phones are rooted and the app is installed as system. The problem still remains. I tested both my phones. Is there any specific feature that I should have applied?

I am talking about the pop up when I send the sms command to locate my phone. It says something about data charge and if I agree. I have installed the app as system and my phones are rooted. Isn't that enough for the app not to ask for permission to enable the gps?
What should I do to prevent the pop up question?
Should I keep the gps enabled all the time?
