Can't use hard-reset protection (rooted user)

I can't install the anti-theft on my android device (I am rooted). I tried to set the hard-reset protection using the direct write method but it keeps telling me over and over this message: "Could not write to /system directory (mount: Device or resource is busy). Retry (it is recommended to retry at least one time)?" But no matter what I do it still gives me that message and I can't figure it out  :-\

Perhaps its nand protected?
