Does Avast4 Home scan the boot sector during boot-up as McAfee does?

What do you mean with "boot up"?
Do you mean when booting the system? If so what OS? Or do you mean when starting the application?

No, avast can only scans at boot in Windows XP/2k.

I don't necessarily need it, I'm just used to having it. Seems like a good added precaution after recently watching someone trying to track down a virus that eventually led to the boot sector.

Before a infection reaches the bootsector it is already on another place on your system. If it is caught there, you are safe.
Besides av software, use a firewall

Thanks Eddy. I do use a firewall (ZoneAlarm) as well as Spyware detection programs (Spybot & AdAware). I am very cautious about opening attachments and have never had a virus.
