Maybe a lot of reasons... The original product was avast! Bart CD that was not free (Microsoft probably required something to the boot files of Windows). First, it was a product mostly for business (it was too expensive). When released, the Rescue Disc channel was only the reseller one, so, maybe the reason for the little payment. Of course, you can go for free options...
