Windows 7 Action Center Reports "Turn on Avast! Antivirus"

Windows 7 Action Center Reports "Turn on Avast! Antivirus (Important)" but when I check the status of Avast! Free Antivirus (7.0.1426) it reports that my system is secure.  However, it does state that I am not connected to any Avast! account.  Do I need to connect to an account (whatever that is) and what is the reason for the Action Center warning?

No, it's not needed.

Sometimes, two boots will do the job...
Sometimes, Windows Security Center or Action Center stop recognizing your antivirus or firewall... So, check your system time and date and also https://support.avast.com/index.php?_m=knowledgebase&_a=viewarticle&kbarticleid=580
Microsoft released a fix for it: MS release a fix for it (http://support.microsoft.com/mats/windows_security_diagnostic/).

Thanks for the prompt reply.  I tried all the 'fixes' except the last one but they did not work.  The last one did not work as the file was reported as locked.  I was unable to unlock the file because I have not idea which file to unlock.
