I updated to the current version of Avast Premium Security v 19.7.2388 - b 19.7.4674.524 and the Mail Shield will not turn on. I can toggle the on / off switch but it immediately turns back off. This is a Win 7 x64 machine. I have tried the Repair App option several times as well as the Reset To Default option of the settings but the problem persists.
Any suggestions to resolve this issue are appreciated.

I did a complete uninstall of Avast today, ran the Avast Clean tool in Safe Mode, then reinstalled Avast. I did not restore settings. The mail shield will not turn on.

I have 19.7.2388 (build 19.7.4674.526) on Win10 1903. Whilst I do not seem to have been affected by it, there are other reports of mail shields issues on here:

There are some users with this issue however No issues here with latest Avast Premium and Win 10 1903

I submitted the issue to avast support & they replied with:
This issue is currently being investigated by our development team, it is probably caused by a bug in the latest version of Avast Antivirus. Once the fix is available, it will be released through the regular program or micro update.
In the mean time you can try this workaround:
Install the Anti-spam component.

Still hasn't been resolved. Mail Shield is off after every reboot. Plus, even if it's turned on after, emails aren't being scanned.

today october 23 2019 still not fixed,that is on my Windows 7 PC.
On my laptop Windows 10 same Avast --> no issues. ???

I'm using Win7 (at least until the end of Jan, 2020) and it is not at all fixed. Seems this is a problem for Win7 users in general.
Win10 users don't seem to have this problem. I wonder if Avast will ever do something to correct this issue... ??? ::)

Did you already try to uncheck the IPV6 on the network and internet setting????
I've had it unchecked for some time... makes absolutely no difference.

Everyone at Avast should just be honest and admit that they don't care about a fix since Windows 7's life is soon coming to an end. Just tell us Win7 users this up front and stop taking us for a ride since Win10 users don't have this problem.

This hasn't been the case with winXP and Vista as Avast continued supporting both of these OSes long after Microsoft ceased support. It was only at the start of this year that support in the form of program updates ceased, however VPS updates still continue for these OSes.

I am so done with this and I had to agree with many here that Avast is turning a blind eye about this issue in Win 7 I have been emailing since mid-Sept 25 times in total and getting nothing but the runaround...
The developers are still working on this issue.

Concerning Mail Shield not working, I am still checking regularly with the Dev team and as yet have not received a final solution from them.
I will update you as soon as I have good news.

I hope this will help at least some of you that are having the Mail shield will not turn on problem. I had the same problem suddenly occur yesterday. Fortunately, I was able to diagnose the problem quickly. I had "cleaned up" some Windows services that I thought I did not need (only two or three). After a bit of trial and error, I discovered that the Avast email shield, at least in the Free version, is dependent upon the Windows Phone IP over USB service!. I turned the service backon and Voila! Email shield runs once more. :) I hope this helps,
