What's up with Avast not disabling Windows firewall?

When I installed the Avast IS, it didn't close the Windows firewall. Why? And why does it requires restart on the firewall screen?

There is no conflict between avast and the windows firewall.
If you have a version of avast that includes a firewall, you can (if you want) disable the windows firewall.
A restart is needed because there are new rules added.
