Cleared out 212mb. Still seems slow. While on a web page, error window opened stating something like "problem with the program, will close and restart explorer". Could that be relative to a slow machine, or most likely indicative of additional problems?

Back up the favourites by exporting to the desktop
Go Control Panel > Internet Options > Advanced tab
Select Reset
Then try again
