Why are some viruses able to be repaired, deleted, or moved to the chest by avast and some arnt?

Most probably, you're talking about infected files (some of them can be repaired like some .exe, .com, that can be deleted and moved to Chest) and trojans (and other malwares) that are not 'a file' themselves but add Registry entries, etc. The last ones can't be repaired (come back to the original state) and 'all' is deleted. Hoping I do not get to much technical and confuse...

Not all 'viruses' are real ones. Some of them are trojans, malwares, spywares, etc.
Only the 'file infected' viruses can be repaired, deleted, moved, moved to Chest.
The other infections (by malwares, etc.) can only be deleted or moved to Chest but not repaired...

so, for what reason would avast not be able to do anything with a certain virus? - and what can be done about it?
