Not able to locate tablet without GPS via WiFi

I have a rooted nook HD+ running CyanogenMod 10.2. When testing to see if I can track location from the my.avast.com it wouldn't locate my tablet, it says it is successful but it shows "N/A" for all sections under GPS coordinates and there is no point on the map. The tablet has no GPS or mobile data connection but it should at least be able to track the location via WiFi.

Edit: sometimes under notifications it says" The tracking request requested by you was not able to successfully acquire any position da..." While other times out says" A locate command has been successfully i..." (Not sure how to get the full message, sorry)

did you also disable GPS etc.?

Yes, I've tried it with it on and off

I am able to lock the device from the website successfully however reporting theft doesn't seen to work, it needs a sim card apparently.

hm maybe the device really cant get any GPS coordinates that are exact enough?
