Advisor Scan Service slows the phone down

I have 2 questions:
1. The AdvisorScanService, while it's running in the background, slows down my phone. It's running noticeably slower (switching between apps or running a app takes longer). I've to kill it manually through Setting -> Applications -> Running services. It's a little bit annoying.
Although the Privacy Scanner has scanned all my apps the AdvisorScanService is running in the background. After killing it the service restarts itself after some time.
So is there a way to disable the service completely or just make it stop slowing down my phone?

2. Does disabling the notification icon affects the Anti Theft engine?
