I'm seeing the same issue.
If I disable Web Shield then it works.
Added an exclusion of  "http://www.localhost.com:8080/" to the Web Shield however still have the same problem.

Hi guys,
could you please describe in more detail what is the problem you are experiencing?

Are you running some app on localhost? Which one?
What is the problem with that?

I have that problem with SickBeard and SABnzbd (both latest versions) on Windows 8 Pro 64-bit.
SABnzbd starts, but sometimes only after 2 or more tries.
Sickbeard will not start at all unless webshield is disabled.
Even then I get a socket error when Sickbeard tries to connect to SABnzbd.

**Edit - 8080 is in that port list also and this should should address it as well**
Gents, I had this too, but resolved it. Not sure what the implication is for AVAST, but SickBeard (SB) is working great again.
FYI - the typical SB install runs on port 8081. I changed it to 8082 and it ran fine. The only change I made was update AVAST.

I found reference to 8081 in AVAST. Removed it, and now SB starts just fine and no issues.
1) Go to "Settings"
2) Go to "Troubleshooting"
3) Expand "Redirect Settings"
4) Under "WEB" look for 8081
5) Remove "8081"
6) Hit OK and wait about 2-3 minutes

I don't get it (why the redirect wont allow SB to start, but this is clearly a issue with AVAST 2014 not SB)

Thanks sugarfunk, I will try that after the weekend. I had already gone back to v8, but after the update to Windows 8.1 there were all kinds of troubles with Avast v8. It seems that it is indeed incompatible with Windows 8.1. Now I'm running a competitor, but I want to go back to Avast.

Can you help me...
This solution don't function for me, I use the AppServ program to create a localhost server in my laptop, to works with databases and web pages, and although I know that I can acces from the IP to the server, I want to resolve this problem...
One thing that I found, is when I turn off all the avast shields, I can access to the Apache server from the localhost direction...

Avast 2014 (v9) blocks http://localhost
« Reply #10 on: October 30, 2013, 03:14:43 PM »
If "http://localhost" is blocked in spite of  "C:\WINDOWS\system32\drivers\etc\hosts"  with  "127.0.0.1  localhost"   consider the following:

Avast 9 with activated Web Shield will block "http://localhost" by default!
Go to "Settings / Troubleshooting / Redirect Settings / WEB / Ignored Addresses"
Type "localhost"
Checking the following is not sufficient: " [v] Ignore local communication"
Click on OK
Restart Browser
---------------------------------------

Neustart Browser
