code 19 no idea what it means help me out here?

Windows cannot start this hardware device because its configuration information (in the registry) is incomplete or damaged. (Code 19)

 avast firewall NDIS filiter mini port
Do I have a problem or not?
win 8.1 (64) avast version 18.5.2342(build) 18.5.3931.0 apparently this is Premier version according to an internet search on that version number above.. tho it does not state this in about or any other place on my computer...

Optical drive has stopped working, caused by problems in the registry for a specific device.
Try a repair install of Windows. Or it could be an incompatibility problem.
