Start up Notification: Avast needs to restart your operating system

After Windows XP pro boots, Avast pops up with a notification:

Avast needs to restart your operating system.  Do you want to restart now?

I've rebooted several times, and each time it gives the same notification.  Why does it give this notifcation?  I've used Avast in the past and has not given me this notice. 

How do I fix this problem?

I remember seeing the same problem by another user of this board.
And there is a solution for it.
Please use the search option to find it.
