Updating doesn't complete

Avast Icon shows there is a new update available. File ais_core-7e9-7e1.vpx.dld does not download completely. It stops and then starts over again. Current version shows 141117-1

That looks like you are using a old(er) version of avast.
Do you have 2015.10.0.2208 installed?
If not update avast.
