I installed 19 updates on Win 7 with no problem
Installing isn't the problem if you read the previous posts.

I did read the previous posts.  Just now installed KB3022345 on Win 8.1.
That's the update that's causing the problems.
I'd suggest that you uninstall it till Microsoft has fixed the problems it creates.
(right click on the update and select uninstall)

Bob is right, the installation of KB3022345 is corrupt. You can check it yourself by opening cmd ( command prompt ) as Administrator, run sfc /scannow (system file checker) and look at the CBS log. Maybe you dont have the technical knowledge, but it is as it is :)

Well I'm going to add I had 14 'important' updates for W8.1 64Bit  and installed all of them/
The update KB3022345 was not among them

Well I didn't receive the KB3022345 update  ;)
Maybe because it is set to hidden?  If hidden, then it will not show up again until you unhide it.  Current status is as Recommended.  (Not as Optional).

12 updates on one W7 system no problems.  Of course, KB3022345 update is still hidden and won't be put in until issues with sfc/ scannow corruption are fixed.  Not in a hurry to get that one in.

 I  can't speak for anyone else but KB3022345 was not offered in my W8.1 updates and not hidden either

It is sfc/ scannow.  Note the space in between the / and the following command.  That space has to be there for it to work or run in your cmd window; if not put in there cmd will throw an error and scannow will fail to run.
