Can't access phone settings

I did a hard reset on my galaxy s2 gt9100, which was rooted and using a cyanogenmod 10, but when I switch it on it keeps asking for my password which I do enter then it unlocks. The phone won't let me access the phone settings, it won't connect to wifi. I tried sending commands via the web interface but it's unable to connect to the phone. I tried going into recovery but it wont let me do that either.
Please help me

Try dialing your Avast! Mobile Security PIN in your phone app.  This should open up your Avast! Anti-Theft settings and allow you to change any settings that may be preventing you from using your phone.
