Anti-Theft no finds registered device (Root)

My girlfriend had the stolen cell phone yesterday, and since then, I can not find your machine it (Android) I did the Anti-Theft process (Root) Simply only the message saying it can not find your machine. I even thought that the thief somehow managed to get the Anti-Theft, but I tested with my own also, it's not working at all! What's happening? I have saved several times the startup settings, but it does not show with the Find command. Help me, I need to retrieve the phone.

For Avast to be able to communicate with the stolen device the device needs an active data connection, or an active SIM AND to be switched on.

Was the continuous tracking active anyway before the phone was stolen? If so as soon as it is switched on and has either a SIM with a data plan or active wifi connection it will report its position.
