There is a way to get more information as to why an application crashes.

Go to the Control Panel > "Administrative Tools" > double/click "Event Viewer" > Expand "Windows logs" > Click on "Application" then look for the IE crash information in the list by selecting that and you'll get a lot of details on why the crash occurred.  You should see a line in there that gives the "Location:" of the crash which can be helpful in determining what the issue might be with IE.

Here is a Microsoft Community link regarding your specific problem Internet Explorer 11 Crashes error kernelbase.dll event id 1000 that should be helpful which you might notice touches on the very first links I've provided previously, that is specifically the MS Fixit utility.

Another thing you can do is see if there is any corruption in System Files by running the System File Checker.

Click Start
Type: CMD, right click CMD
Click “Run as Administrator”
At the Command Prompt, type: sfc /scannow

This will check for any integrity violations and fix any corrupted operating system files.

Restart your system.

Looking for more on this in the Microsoft Community I've found this Internet Explorer and KERNELBASE.dll  and I guess it should be no surprise the thread topic refers to using “SFC SCANNOW” as I just posted above in order to check if any system files have been removed or might be corrupted.

You should be able to address the issue using these resources.  Good luck.  :)

Btw, if none of the above helps then you'd presumably be at the point where you might consider doing a clean install of Avast (there are posts on this topic here in this forum).  But considering the problem I wouldn't think that you should not need to get to that point.

Check back in with your progress, and again good luck.

Again, have you done an Avast Virus Scan?

OK, if the "Fixit Utility" and/or the "SFC SCANNOW” does not fix it then check out these links to download the missing dll.

1) Download kernelbase.dll

2) How To Fix KernelBase.dll is Missing / Not Found Error Messages

You could also try removing and doing a clean install of IE11.
