1. Download Avast Internet Security: https://files.avast.com/iavs9x/avast_internet_security_setup.exe
2. Follow instructions: https://www.avast.com/uninstall-utility (Run this tool for all prior installed Avast versions..!!)
3. Reinstall Avast with the downloaded installer from point 1.
4. Reboot.

The reinstallation method after Avast clearing does not solve the problem.

I'm having a similar issue. The Windows Firewall only helps you accessing the internet. Then there's the issue with contents not loaded on websites. The only way to workaround this issue is to disable all shields.

Edit: I'm finding a couple of threads about internet/websites blocked created recently. Like I said, Avast was originally slowing down and then blocking my internet until I added it in the Windows Firewall allowed list. Even after I added it to the list, it would now rarely slow the internet down but it would block some contents to be loaded on websites.

Is you problem related to HTTPS web addresses ??? If so, disable (uncheck) the https scanning in the  Webshield settings.
