Upload to Flickr failed

Avast Version 11.2.2262
Upload to Flickr fails immediately.  I have been told that "Link Scanner" may be the issue.  It was also mentioned to add "Uploadr" to the exception list.  I can not find either of these items in the Avast program.

I will continue to try different combinations as my attempts (using your steps) have all failed thus far.

Looks like Flickr has a problem.
When I try to upload a image it give the error that the upload timed-out within a second of starting the upload.
