Unavoidable scan at startup

Avast does a small scan at every startup. From Process Monitor, i can see it checks random folders in my system, usually programs in the Program Files folder but also steam libraries, xampp installations etc.

This wouldn't be a problem if there was a way to turn this off because it uses 100% disk usage effectively prolonging the startup time by a good 2-3 more minutes.
I can't find any option to turn this off. Task Scheduler only shows a non-modifiable "settings backup" entry (which i would like it not to start at system startup but if i try to disable it it simply gets re-enabled after a while).
The "rootkit scan" option doesn't seem to affect the behavior.
I have not scheduled any custom scan to run at system startup.

If the scan increases the boot time with 2-3 minutes, you have a slow system and/or many things loading at boot-time (likely several that are not needed).

xampp is meant to be run on/as a server (software).
Meaning there is no need to (re)boot a system unless there is a update (hardware/software) for the server

2) yeah well my system could be the slowest in the world, but procmon doesn't lie. Sure, Avast likes massively scanning windows stuff like "windows\assembly\NativeImages", "system32\CatRoot", Nvidia stuff but also a number of other user applications like OpenOffice, MikTex, LyX, GIMP, steam... over and over at every startup since weeks. I think i made the situation more bearable by disabling windows prefetching/superfetching and windows updates but only to a extent. I see sometimes the "instup" process firing, which would mean avast updating its definitions during that mayem which would not help.
When i feel like i will try to temporarily uninstall avast and re-enabling defender and see if the situation changes.

Even after all this time and several avast updates, the situation has not improved. So i decided to man-up and reinstall avast, monitoring startup times before and after the reinstallation.

Startup time before uninstalling avast:
6 minutes 05 seconds
Startup time after uninstalling avast:
2 minutes 02 seconds
Startup time after reinstalling avast:
4 minutes 55 seconds

Startup time is measured as the amount of time elapsed between pressing the power button and the HDD led eventually going off (no activity). This is because only afterwards the system becomes usable.

Reinstalling improved startup time by a full minute, still nowhere near acceptability land tho.
