Is Avast turning on my data?

Every month or so Avast warns me that my WiFi may be dangerous and asks me to scan it. Okay, I'm fine with that. But after I do that, it seems my cell phone data has been enabled. I know I didn't enable it, I have it turned off because I don't have data on this contract. And it seems that Avast is the main user of the data going through - I know it's probably only scanning the data, but it does show up as being from Avast. So indications are that Avast is causing me an extra $10 expense on my contract every month for no good reason. Is there any way I can tell Avast to not do this?

Alcatel OneTouch 6050A, Android 4.4.2 (which is ancient, I know, but the update tells me my phone has been rooted - I didn't root it, so I don't know how that happened - and that an update could brick it).

avast AMS scans the network every 4 weeks (as has been explained in other threads)

What do you mean with "my cell phone data has been enabled" ?
A phone always sends/receives data if it is used (can be you calling it, a application that is installed)

What update is telling you the phone is rooted ?
